7: Summary of essential & desirable features for a fully validated  PIEs evaluation tool development programme.

We are now in a position to summarise the essential and desirable features of a PIEs services assessment and specification tool, making a case for a development programme to fully evaluate the tool as a co-production.  In terms of what funders might be prepared to support, assuming additional cost for each subsequent development stage, we can perhaps rank these in order of rough priority.
